Among the electorates of Sports, Performing Arts, Culture and Publication, it has discovered that Kwang Hwa Information and Culture Center, a public body under the government of Republic of China is on the list. Eric Cheung, the Assistant Professor of the Department of Professional Legal Education, University of Hong Kong, has stated that such arrangement is suspected to breach article 26 of the Basic Law.
